Firing a cheap shot in his campaign to be selected as Labour’s London mayoral candidate, Ken Livingstone has effectively branded the police’s Form 696 a racist instrument.

Ken Livingstone has attacked a police check form used by authorities in London, calling the way it was based on the ethnicity of a concert’s audience “divisive” and “wrong”… He added: “You can’t have a law on the presumption that one particular ethnic group is more violent than another.”

And yet according to figures released by Scotland Yard in July of last year, the majority of violent inner-city crime is committed by black men. Bearing in mind that the Police’s approach to licensing is based on experience and fact, not ‘presumption’, Livingstone is playing with fire here.

As Mayor he would remove the discretion of the Police to intervene in licensing music events for reasons of public safety. He specifically wants to lift restrictions on Grime and Hip Hop concerts which he feels are unfairly discriminated against because of their mostly black artists and audience.

Let’s have a look at some Grime and Hip Hop. The BBC’s report makes a lot of the ban on rapper Giggs’ concerts, so let’s have a look at Giggs as an example. The BBC voted Giggs one of its ‘Sounds of 2010’.

You can find more of this kind of verbal sewage – and I mean whole sewage processing plants worth of more- on one of the burgeoning number of hip hop websites dedicated to promoting the rappers most affected by Form 696, such as Media Massacre.

One thing that every young man in these videos is at pains to display is a sense that they really mean what they say, and are tough enough to be part of the gun/gang fraternity. You would have to be a particularly gullible mug to believe that all these kids don’t mean what they say and aren’t looking for chances to prove it.

These are the kind of crowd that Livingstone wants to ‘set free’ to go to large public gatherings and practice what they preach.

It is a cheap bit of race politicking by Livingstone, and he should be picked up on it. Because if he abolishes Form 696, it will not be long until there is black blood on the streets, and on his hands.

Police from Operation Trident, the special unit which investigates crimes in the black community, are looking for a black Range Rover which was part of a double shooting in Dunkeld Road, Dagenham on Saturday night.

They believe that the two victims of the shooting were driving the Range Rover, which was flagged down by the shooters.

The BBC report includes an estimate of the price for a Range Rover (£40k).

The ethnicity of the victims is not specified.

The victims had managed to leave the scene but were later traced to Romford, where a 23-year-old was found with a gunshot wound to the back. He is in a critical condition in hospital. A 21-year-old man was shot in the leg and is in a stable condition.

Nathan Williams was shot several times in his VW Golf on Ludwick Mews, in New Cross, south-east London, on 28 July 2009.

Det Ch Insp Gordon Allison, who is leading the investigation, said:

“This was a brutal execution of a young man and those who did this should not be tolerated by the community – if you have information I would urge you to come forward and work with police, who can protect your identity.

“Nathan’s family deserve justice for their loss and the community deserve to live without fear of those who commit these terrible crimes.”

The death is being investigated by the Met’s Operation Trident team, which specialises in gun crime in London’s African and Caribbean communities.

These two boys, Leon Elcock, left, and Hamza Lyzai, were today jailed for killing 67-year-old Ekram Haque in Tooting.

The two had been responsible for a spate of attacks on Asian people, filmed on mobile phones, including an assault on an elderly Asian couple in their own home.

Neither of the pair was reported to have shown any remorse throughout the trial.

A footballer began life imprisonment today for his part in a wave of “tit-for-tat” shootings on the Stonebridge Park estate in north-west London, where “the law of the jungle” had held sway, a court heard.

Gavin Grant, 26, who was still listed as a midfield player on Bradford City’s website today, was one of three men given minimum 25-year terms for their involvement in the death of Leon Labastide, 21, who was gunned down outside his parents’ home in January 2004. Detectives believe the murder led to up to 30 further shootings.

This is Agnes Sina-Inakoju.

She died last night, after being shot in the neck on Wednesday in a Hackney takeaway.

Detective Chief Inspector John Crossley, leading the investigation, said that it was “highly likely” that Agnes was not the intended target.

He said that the suspects were believed to be black youths, aged between 14 and 18. Both were wearing dark clothing and made off down Falkirk Street towards Kingsland Road.

The shooting, at Hoxton Chicken and Pizza, is being dealt with by detectives from the Met’s Operation Trident, which investigates serious crime in the capital’s black community.

Police appealed for witnesses to come forward and contact them on 020 8733 4704.

This blog is dedicated to Agnes Sina-Inakoju, whose death prompted me to start writing. She could have been anyone’s sister, girlfriend or friend- she was an innocent victim.

There is something rotten in the heart of our urban communities if 14-18 year old black boys can do a thing like this.

Operation Trident is not working. Political and community engagement with this problem is not working. Until there is a government minister who even knows what or where the Ends are, how can they clean them up?

I hope this blog goes some way towards highlighting the problems that are blighting the lives of young black people in the UK.
